On September 6, 2005, James Bohren (now Ald. Borhen) submitted a communication that presented an article that ran in the Milwaukee Journal/Sentinel on August regarding Act 40. It is important to note that Mr. Borhen was not an alderperson at that time; rather, he had Ald. Graf present his fodder to the Common Council. Here is how it reads in the Committee Meeting Minutes of September 6, 2005:

Submitting a communication from James Bohren presenting an article
ran in the Milwaukee Journal/Sentinel on August 26th regarding a law that
passed allowing Cities to disband their police departments.
Was presented to the Common Council by Alderperson Graf.
Was referred to the Committee on Public Protection and Safety.

June 4, 2006, Sheboygan Press quote, Page A2: Bohren misinforms the public: "I stress...study: not disbanding the police department, gathering the information". Unquote. The evidence on the documentation is quite the opposite.
Ald. Bohren proceeded to initiate the so called study committee for Act 40 dis-banning the Police Department on May 15, 2006.
