Subject: Library Employment Agreement amendments

Hello Steve-

I met with Atty. TeWinkle this AM in order to review the proposed

amendments as drafted by Atty. Donohue.  Once finalized I will supply a

copy of the proposed amendments to your office by e-mail.  Please note

that

the general content of the proposed amendments was agreed upon by Mayor

Perez, Library Board President Markevitch, and me during a negotiation

session facilitated by Atty. Donohue.

We will deliver copies of the proposed amendments to Library Board members

once available.  I will once again include the stipulation that the amendments are the subject of a closed session and should not be discussed

with anyone other than myself, other Library Board members (individually)

and the City Attorney.  I will add that once the Library Board has acted on

the amendments in closed session, they are subject to public distribution.  (I understand from a report of Library Trustee Susan Hundley's comments at a recent meeting of the Common Council that she may be confused about this.)

If you plan to attend the Library Board meeting of January 26 where I

will

present the proposed amendments to the Library Board for its

consideration

during closed session, please note that you should time your arrival for

approximately 4:30 PM.  That meeting of the Library Board will convene

at

3:30 PM.  However there is a 1/2 hour presentation re effective meeting

skills scheduled after the reading and adoption of a series of

resolutions

honoring retiring staff and Board members earlier on the agenda.  The

agenda specifies that the Library Board will resume its standard order

of

business at 4:30 PM.  As this includes the Public Comment section of the

meeting, it is difficult to predict at what time the Library Board will take up the proposed amendments in closed session. I can only tell you that the closed session is one of the last items on the agenda.

I have asked Administrative Assistant Kathy Meyer to e-mail you a copy

of

the Library Board agenda for 1/26.  If you would like additional

information, please let me know.

Sharon:  You have indicated in a press conference that you will be submitting a proposed amendment to your employment contract to the Library Board for their consideration, and described publicly the changes you will be proposing.  It's unclear to me why the proposed amendment needs to be confidential at this point.  If the Library Board wishes to have a closed session item on the agenda to consider and deliberate upon the proposed amendment I think that would be fine, but again, I don't see the need for the proposed amendment itself to be confidential.  Steve
