administrative matters  would be helpful  prior to the Library Board's

consideration.     Then  I  would suggest  the Library Board review your

>proposals  and report  out via report  of officer the  recommendation(s),

if

>any, that the Library Board would have to the Council for changes to

the

>Municipal Code.  This could then be referred to the Finance Committee

for

>their recommendation to the Council.  At that time this office could
