Good Morning Mayor,
I'm curious to know your thoughts on the meeting last night? Overall, I
thought it went ok, though Mark
Winkel's brief remarks and Alderman Burgs motion were a surprise.
A few comments and
suggestions for your consideration:
Jim Graf mentioned
to me yesterday that he believes members of the Police Department are lobbying
your consultant to downgrade the N. 23rd Street
Site. If you haven't already, I encourage you to share with your consultant
that the County (Chairman Goehring, with the support
of the Executive and Transportation Committees) have
offered to transfer the 4-acre parcel to the City with no dollars exchanged. As was discussed last night,
the $300,000 could be put into a Shared Services Capital Improvement Account, and perhaps you and Chairman
Goehring, and/or the County Law Committee and City
Building Use Committee, could be designated to determine how the money would be
spent (shooting range, evidence storage, joint data systems, etc).
Secondly, though I appreciate Alderman Burgs
interest to reopen negotiations with the County, I think there is a better approach. Once the
Common Council determines what site is the most cost-effective
and provides the best opportunity to share
services (which to date appears to be the N. 23rd street site), I would rather see the
full Common Council vote on the offer that the County Board
has on the table. As we have
discussed, if they offer a few refinements including that the $300,000 should
be put in a trust fund, and that the City
be able to fulfill its parking lot contract until it expires with your current
tenants, I think that would be just fine. Frankly, to mess around with a
few thousand dollars here or there, I don't
think is worth the time and political wrangling, - especially so if the balance
is to go into a fund applied to shared service capital improvements
anyway.
As you know, Jim said that he is aware of seven alderpersons to date
who support the N. 23rd
Street site. If the City Council simply supported
the rationale in the 2002 Smbenrauch/Kimme report
that City taxpayers
paid for, which states, "If site #2 A (Sheridan Park) is ultimately judged
to be unacceptable by the
city, the consultant (and 15 of Chief Kirk's appointments) would recommend site
#4, the Imperial Motel location as the second best option." The Chief also
sent a letter to the Vollrath Company
requesting
property, and negotiated with us over a year on the N. 23rd Street site. Land all within 100 yards of the Imperial Motel. Frankly, I
can't believe the Common Council isn't holding the Department accountable and challenging them more when some
Police Department representatives now say the N.
23r
Street site is unacceptable. Again, I hope you have taken steps to ensure your
consultant isn't going to allow this bullshit to influence them or surface
in the next report your are waiting for. As you know, the independent
study that what done also has helpful and supportive information.
FYI, as I was writing this, Joe Gulig just called from the Press. He is preparing an
editorial, again, in support of the City following through on the
recommendations of studies to date and the agreement that was previously
negotiated with the County. Juan, I hope you and Jim are able to pull this
together soon. I think the citizens of Sheboygan
are getting pretty tired of it all.
