Alderman accuses mayor of threat But mayor says third-hand report about 'bloodbath' is nonsense

The Issue:  A comment Mayor Juan Perez said he made in the third-floor hallway after the Nov. 21 Common Council meeting was overheard by Ald. Richard Manny and mentioned to former Ald. Anthony Bonnett in a telephone call after the meeting. Bonnett then called Ald. Dan Berg, who said, after conferring with Ald. Marge Segalle, he filed a complaint with the Sheboygan Police Department that sparked an investigation of the mayor's conduct.

But that's not what Berg heard third-hand. "After the meeting I got a telephone call and (Bonnett) said that some alderperson heard the mayor make those statements, that 'they'll pay with their blood in the streets' or something to that effect," said Berg, a 4th District alderman. "I don't like that idea of being threatened again. I was threatened once before." In April, Berg filed a complaint with police alleging that Mike Muth, a member of a group that worked to keep the police station from being built in Sheridan Park, threatened him, using the phrases "bloodbath" and "I can be down there with 10 men," according to the police report.

Berg said he went to the police over Perez's comments because he felt he was in physical danger. "I take any threat like that very seriously now, especially when it comes, supposedly, from the leader of the city," he said. In a written statement given to police, Berg said, "These threats are getting to the point where my wife fears for my safety and also her own," according to the police report.

Manny, who was in the hallway and overheard Perez's comment, wasn't sure what he heard but did not perceive it as a threat of any kind. "It was some strong language, but I can't remember exactly what it was," Manny said. "He might have used the word 'bloodbath,' but it was in a very political context."

Perez said the police investigation — like the original complaint — was politically motivated, which Schafhauser [Lt. David Schafhauser of the Sheboygan Police Department] denied.

Perez said he has not spoken to Berg, Segalle, Bonnett or Manny since the incident. "I don't want to because they'll turn it around and say I did something else," the mayor said. "The only way I'm going to talk to any of these individuals is if I have several witnesses next to me and a lawyer."
